المفوضية الأوروبية جوزيب بوريل في خلال زيارته للبنان

صباح الخير مرحباً،

أنا سعيد جداً لوجودي مرة أخرى هنا في لبنان لأنني قبل سنوات جئت إلى هنا كوزير للخارجية الأسبانية وتشرفت حينها بلقاء رئيس الجمهورية [ميشال عون]. لكن هذه هي زيارتي الأولى للبنان بصفتي الممثل الأعلى للاتحاد الأوروبي.

لبنان جار وشريك عريق للاتحاد الأوروبي. نحن قلقون للغاية من الأزمات الاقتصادية والسياسية الحالية التي يواجهها لبنان. أنا هنا اليوم لأعبر، باسم الاتحاد الأوروبي، عن تضامننا ودعمنا للشعب اللبناني، ولكي نعرب أيضاً عن هواجسنا للسلطات السياسية.

من ناحيتنا في الاتحاد الأرووبي، نحن مستعدون لإنجاز ما علينا للاستمرار في دعم لبنان وشعبه. ففي عام 2020، قدمنا مساعدات للبنان بقيمة 333 مليون يورو، أي نحو مليون يورو في اليوم. وبالتعاون مع الأمم المتحدة، وضعنا إطار عمل لمساعدة الشعب اللبناني بشكل مباشر. ولدينا عدة أدوات أخرى تحت تصرفنا لمساعدة الحكومة اللبنانية، ونحن على استعداد لحشدها بمجرد أن نرى تقدماً ملموساً في الإصلاحات اللازمة.

ولا يمكننا أن نقدم هذه المساعدات من دون حصول تقدم في عملية الإصلاحات. وهذه إصلاحات يتعين على البلاد أن تنجزها لتجاوز الأزمة الحالية. لذلك دعوني أكون واضحاً، لدينا الموارد والرغبة للمساعدة أكثر. لكن للمساعدة أكثر، يجب أن تستمر عملية الإصلاح وأن تتسارع للتمكن من تجاوز الوضع الحالي. دعوني أعطي مثلاً، فور وضع برنامج لصندوق النقد الدولي، سنكون قادرين على النظر في القروض والضمانات الميسرة، والتدابير التجارية بالإضافة إلى برنامج المساعدة المالية الكلية. وهذا يعني مبالغ مالية كبيرة وإجراءات ستساهم في دفع الاقتصاد اللبناني.

لكنني أريد أيضاً أن أنقل رسالة حازمة إلى جميع القادة السياسيين اللبنانيين باسم الاتحاد الأوروبي والدول الأعضاء في الاتحاد الأوروبي. إنّ الأزمة التي يواجهها لبنان هي أزمة محلية فرضها اللبنانيون على أنفسهم وهي ليست أزمة آتية من الخارج أو سببها عوامل خارجية. أنها أزمة داخلية أنتم صنعتموها والعواقب وخيمة جداً على الشعب اللبناني. فنسبة البطالة تصل إلى 40 في المئة، وأكثر من نصف الشعب يعيش في الفقر. وهذه أرقام كبيرة.

ويتعين على القيادة اللبنانية تحمل مسؤوليتها واعتماد التدابير الضرورية من دون المزيد من التأخير. يجب تشكيل حكومة وتنفيذ الإصلاحات الرئيسية فوراً. لا يمكن أن نفهم كيف أنه بعد 9 أشهر من تكليف رئيس للحكومة، لم تشكل حكومة بعد  في لبنان. ووحده اتفاق طارئ مع صندوق النقد الدولي سينقذ البلاد من الانهيار المالي. فلتجنب الانهيار المالي، لبنان في حاجة لاتفاق مع صندوق النقد الدولي، ولا مجال لإضاعة الوقت، فقد بلغتم شفير الانهيار المالي.

لقد عقدت للتو اجتماعاً صريحاً مع فخامة الرئيس [ميشال] عون حول هذه المسائل وسأتابع نقاشاتي مع القيادات اللبنانية الأخرى، لاسيما مع رئيس الحكومة المكلف [سعد] الحريري، ورئيس حكومة تصريف الأعمال [حسان] دياب، ورئيس مجلس النواب [نبيه] بري.

دعوني أشدد على أننا مستعدون للمساعدة إن كان هذا ما تريدونه. لكن إن حصل المزيد من العرقلة للحلول للأزمة الحالية المتعددة الأبعاد في البلاد، فسننظر في مسارات عمل أخرى كما اقترحت بعض الدول الأعضاء. لقد ناقش مجلس الاتحاد الأوروبي الخيارات، بما في ذلك العقوبات المستهدفة. بالطبع نحن نفضل عدم السير في هذا الطريق ونأمل ألا نضطر لذلك. وهذا الأمر بيد القيادة اللبنانية.

أود أيضاً أن أقول بعض الكلمات عن اللاجئين في لبنان عشية اليوم العالمي للاجئين غداً. سنتحدث عن اللاجئين، ولا بد من الإشادة باللبنانيين في هذا الإطار، على الدعم الكبير من الشعب اللبناني للاجئين. عشية هذه المناسبة، علينا أن نشيد بهذه الجهود. نحن جميعاً ندرك جيداً العبء الذي يضعه اللاجئون على لبنان، وخصوصاً أولئك الذين قدموا من سوريا المجاورة. كان لبنان ملاذاً للفارين من صراع وحشي في سبيل خدمة الإنسانية. ومنذ البداية، قدم الاتحاد الأوروبي دعماً جوهرياً لكل من اللاجئين والمجتمعات المضيفة. ونحن مستعدون لتقديم المزيد. نحن مستعدون لتقديم المزيد من الدعم للبنان والأردن وتركيا والبلدان التي تستقبل وتهتم بهؤلاء اللاجئين.

ونحن على ثقة من أن السلطات اللبنانية ستواصل احترام مبدأ عدم الإعادة القسرية. وسنواصل تقديم الدعم للاجئين وللمجتمعات اللبنانية التي تستضيف أعداداً كبيرة من اللاجئين. واسمحوا لي أن أؤكد على أن الأزمة الاقتصادية التي يواجهها لبنان هي نتيجة سوء الإدارة، وليست مرتبطة بوجود اللاجئين. ليس من العدل القول إن أزمة لبنان سببها وجود اللاجئين.

هناك أمر آخر يتعلق بموارد لبنان. رغم هجرة الأدمغة الناجمة عن الأزمة، يمتلك لبنان موارد بشرية قيّمة. وهذه الموارد البشرية هي الموارد الأهم ويمكن للبنان الاعتماد عليها. وأنا أتطلع إلى اجتماعي مع العديد من الناشطين وممثلي منظمات المجتمع المدني – ليس فقط السياسيين والمؤسسات – لكي أستمع إلى رأيهم في شأن الوضع الحالي ومناقشة طرق دعم جهودهم.

أعتقد بأن في لبنان مجتمع مدني حيوي، وبفضل هذا المجتمع المدني الحيوي وجميع اللبنانيين الذين يناضلون يومياً من أجل مستقبل بلدهم، أنا على قناعة بأن هناك مخرجاً للأزمة.

اسمحوا لي أن أنهي كلمتي باللغة الفرنسية بالإشارة إلى أمرين مهمين بالنسبة إليّ:

أولاً الانتخابات المرتقبة في عام 2022 يجب أن تُجرى في موعدها المقرر. ويجب عدم تأجيلها، بل أن تُجرى في التاريخ المحدد لها. ونحن مستعدون لإرسال بعثة لمراقبة الانتخابات، بطبيعة الحال إذا تلقينا دعوة في هذا الصدد. فهذا من شأنه أن يساعد العملية الانتخابية كثيراً لضمان سيرها وفق المبادئ الديمقراطية وأن تكون حرة وعادلة.

ويتعين على السلطات اللبنانية إجراء التحقيقات في انفجار مرفأ بيروت الذي وقع في شهر آب الماضي، ويجب أن تفضي هذه التحقيقات إلى نتائج. فبعد [نحو] عام، ما زلنا ننتظر نتائج التحقيق.

أخيراً، أود أن أشدد على أنني هنا في لبنان كصديق وكممثل لصديق للبنان وشعبه، ألا وهو الاتحاد الأوروبي. والأصدقاء الحقيقيون يسمون الأشياء بأسمائها بأمانة. فإذا كان لبنان جاهزاً لتحمل مسؤوليته، فسيقوم الاتحاد الأوروبي بما عليه. نحن مستعدون حقيقةً لزيادة دعمنا ودعم لبنان. وآمل في أن نتمكن من ذلك.

سؤال: هل كان هناك خطة مساعدات إنسانية للشعب اللبناني الذي يعاني؟ هل من مهلة لذلك؟ وهل ستُقدم هذه المساعدات من خلال الدولة، أو المؤسسات، أو المجتمع المدني؟ وبالنسبة إلى العقوبات، هل من الواضح من هي الشخصيات اللبنانية التي ستستهدفها هذه العقوبات؟ وبحسب أي معايير؟

بالنسبة إلى المساعدات [الإنسانية]، لن أكرر هنا لائحة الموارد التي سبق أن قدمها الاتحاد الأوروبي للبنان. فقد قدمنا نحو مليون يورو في اليوم العام الماضي. وقد زدنا هذه المساعدات وسنكون مستعدين لزيادتها أكثر في حال التوصل إلى اتفاق مع صندوق النقد الدولي.

لا يمكننا إطلاق المساعدات المالية الكلية والمساعدات من الميزانية من دون اتفاق مسبق مع صندوق النقد الدولي. يجب أن يكون هناك اتفاق مع صندوق النقد الدولي. ولا يمكن للحكومة الحالية التوقيع على الاتفاق أو الالتزام بالإصلاحات معه، بل يمكنها إتمام الاستعدادات لذلك، وعليها العمل بشكل يمكّن الحكومة الجديدة من توقيعه. لا يمكن لحكومة [تصريف أعمال] توقيع الاتفاق وولا يمكنها إلزام الحكومة [المقبلة] في مسائل أساسية، ولكن يمكنها إتمام التحضيرات بما يسمح للحكومة المقبلة عند تشكيلها بأن تجد المهمة مُعدَّة، فلا تقوم بعمل يمكن إتمامه الآن.

المساعدات من الميزانية هي للميزانية. إنها مساعدات مالية كلية تعني الحكومة. لكننا قدمنا مساعدات ونحن مستعدون لتطوير مساعدات تُقدم مباشرة إلى المجتمع المدني. بعد انفجار مرفأ بيروت، لفتني الناس الذين طلبوا منا تقديم المساعدات مباشرة إلى السكان، وتوفير المساعدات إلى المجتمع المدني مباشرة. وقد بذلنا كل ما في وسعنا لهذه الغاية. احفظوا هذا الرقم جيداً، لقد قدمنا نحو مليون يورو في اليوم العام الماضي. بالنسبة إلى العقوبات، العقوبات لا تصنع سياسة، ونحن نتمنى ألا نطبقها، فهي لا تصب في مصلحة علاقاتنا. ولكن المسألة طُرحت ونحن نناقشها ولم نتخذ أي قرار في شأنها بعد. وتأتي هذه الزيارة قبيل انعقاد مجلس الشؤون الخارجية الأوروبية في لوكسمبورغ الاثنين المقبل في إطار الجهود المبذولة لنرى كيف يمكننا المضي قدماً والمساعدة. العقوبات مسألة مطروحة وتتم مناقشتها. لم يُتخذ أي قرار وأتمنى ألا نقررها.

سؤال: لكن هل جئتم لفرض عقوبات على السياسيين اللبنانيين الذين يعرقلون تشكيل الحكومة؟ ومن هم هؤلاء السياسيين؟ لقد التقيتم الرئيس [ميشال] عون. هل الرئيس عون هو أحد هؤلاء السياسيين الذين يعرقلون تشكيل الحكومة؟

أنا جئت بصفتي صديقاً ولست مدعياً. لم آتي إلى هنا لاتهام أي أحد، بل جئت لأفهم الأمور بشكل أفضل ولأطلع على الوضع ولكي أتحدث إلى الجهات الفاعلة وأعرف ما هي الصعوبات.

والعقوبات عملية تستعرق وقتاً طويلاً وتستلزم معرفة دور كل طرف. إذاً هذه زيارة صديق يريد أن يعرف الصعوبات التي يواجهها لبنان، وفهم المشاكل التي يبدو أنه لا يمكن تجاوزها حتى الآن، ولكي نحاول إيجاد حلول. فلا تعتبروني شخصاً جاء ليوجه اتهامات، بل شخصاً جاء ليعرف بشكل أفضل الوضع والمشكلات والحلول.

سؤال: كيف تصفون سلوك الطبقة السياسية اللبنانية وتالياً الوضع الرهن في لبنان؟

كما قلت في البداية، إنّ جزءاً كبيراً من الأزمة في لبنان هي من صنع اللبنانيين. إنها أزمة…

استطراد: من سبَّب هذه الأزمة؟

بطبيعة الحال، إن تفجير [مرفأ بيروت] ليس من المسؤولية المباشرة لأي كان. ولكن من الواضح أنها أزمة سياسية تعوق تشكيل حكومة بعد 9 أشهر من التكليف، وهذه مسؤولية تقع على عاتق المسؤولين السياسيين. ليس [السبب] الأحوال الجوية السيئة، ولا الحرب السورية، ولا الاتحاد الأوروبي. أنها الطبقة السياسية اللبنانية التي تتحمل المسؤولية.

سؤال: هل يمكنكم مساعدة لبنان في إعادة اللاجئين إلى سوريا، طالما أنهم يعيشون بصورة عادية ولم يعد هناك حرب؟ كيف يمكنكم مساعدة السوريين في العودة إلى بلدهم؟

أولاً يجب أن نساعد لبنان على إبقاء اللاجئين حيث هم في لبنان. وقد طالبت بتطبيق مبدأ عدم الإعادة القسرية، أي عدم إعادة اللاجئين إلى سوريا غصباً عن إرادتهم. وحتى يتمكن اللاجئون من العودة إلى بلدهم، فيجب أن تكون عودتهم حرة وكريمة. وطالما أن هذه الظروف غير متوفرة في سوريا، فلا يمكننا إعادة اللاجئين إلى بلدهم.

استطراد: ما فائدة العقوبات للشعب اللبناني؟

لكل شيء أوانه. حتى الآن، العقوبات لم تُعتمد. هي على الطاولة ونحن ندرسها. وإذا اعتًمدت، فهي ليست إلا طريقة لتشجيع الطبقة السياسية على إيجاد حلول سياسية يحتاجها لبنان. لكن أشدد على أنني أتمنى أن يتم هذا من دون اللجوء إلى العقوبات.

Lebanon: Remarks by the High Representative/Vice-President Josep Borrell during his visit to the countr

Good morning

I am very happy to be here in Lebanon again, because a couple of years ago I was here as Foreign Affairs Minister of Spain and I had also the honour to be received by the President of the Republic [Michel Aoun]. But this is my first visit to Lebanon as European Union High Representative

Lebanon is a neighbour, and close, long-standing partner of the European Union. We are very concerned by the current economic and political crises that Lebanon is facing. I am here today to express, on behalf of the European Union, our solidarity and support to the Lebanese people, but also our concern to their political authorities

We, in the European Union, are ready to do our part to provide continued support to Lebanon and to its people. In 2020, last year, we provided 333 million euros in assistance to Lebanon. This means almost one million euros every day. Together with the United Nations, we have established a framework to help the Lebanese people directly. We have several other instruments at our disposal to help the Lebanese government, and we are willing to mobilise them as soon as we see tangible progress on the necessary reforms.

We cannot provide this help without progress on the reform process. Reforms that the country needs to undertake to overcome the current crisis. So, let me be clear: we have the resources and the willingness to help more. But in order to help more, we need the process of reforms to continue, to accelerate and to be able to overcome the current situation. Let me put an  example, as soon as an International Monetary Fund (IMF) programme will be in place, we will be able to look at concessional lending and guarantees, provide trade measures and a macro-financial assistance programme. This will mean an important amount of money and measures that will help boost the Lebanese economy

But I also want to pass a message of firmness to all Lebanese political leaders. A message on behalf of all the European Union and also of the Member States. The crisis Lebanon is facing is a domestic crisis. It is a self-imposed crisis. It is not a crisis coming from abroad or from external factors. It is a homemade crisis. It is a crisis done by yourselves. And the consequences for the population are very much dire: 40% unemployment rate and more than half of the population living in poverty. These are dramatic figures.

The Lebanese leadership must take its responsibility and adopt the necessary measures without more delay: a government must be formed and key reforms implemented immediately. We cannot understand that nine month after the designation of a Primer Minster, there is still no Government in Lebanon. Only an urgent agreement with the International Monetary Fund will rescue the country from a financial collapse. In order to avoid a financial collapse, Lebanon needs an agreement with the International Monetary Fund. There is no time to waste. You are at the edge of a financial collapse.

I have just had a moment ago a frank exchange with His Excellency President [of the Republic of Lebanon, Michel] Aoun on these matters and I will continue my discussions with other members of the Lebanese leadership, notably with Prime Minister-designate [Saad] Hariri, with Caretaker Prime Minister [Hassan] Diab and with Speaker of the House [of Representatives, Nabih] Berri.

Let me insist. We stand ready to assist, if this what you want. But if there is further obstruction to solutions to the current multi-dimensional crisis in the country, we will have to consider other courses of action, as some Member States have proposed. The Council of the European Union has been discussing options, including targeted sanctions. Of course we prefer not to go down this route and we hope that we will not have to. But it is in the hands of the Lebanese leadership.

I also want to say a few words on the refugees in Lebanon ahead of the World refugee day, tomorrow. We are going to talk about refugees and we have to praise the Lebanese for all this, for the strong support that the Lebanese people have provided to the refugees. Ahead of the World refugee day tomorrow we have to praise this effort and we are very much aware of the burden the refugee population has placed on Lebanon, notably those that came from neighbouring Syria. Lebanon has been a place of refuge for people fleeing a savage conflict, for the sake of humanity. From the beginning, the European Union has provided substantive support, to both the refugees and the hosting communities and we are ready to do more. We are ready to support more Lebanon, Jordan, Turkey, the countries that are receiving and taking care of the refugees.

Also, on that matter, we trust that the Lebanese authorities will continue to respect the principle of non-refoulement. We will continue providing support for refugees and for Lebanese communities hosting a large part of the refugee population. Let me underline that the economic crisis Lebanon is currently facing is the result of mismanagement, and not linked to the presence of refugees. It is not fair to say that the crisis in Lebanon comes from the presence of refugees.

Another consideration on the Lebanon resources. Despite the brain drain triggered by the crisis, Lebanon has precious human capital. Human capital is the most important capital. And Lebanon can count on it. I am looking forward to my meeting with various activists and civil society organisations –not only with the political leadership and institutions, also with activists and civil society- to listen to their take on the current situation and discuss ways of supporting their efforts.

I think that Lebanon has a vibrant civil society and thanks to this vibrant civil society and to all Lebanese who each day fight for the future of their country, thanks to that, I am convinced there is a way out of the crisis.

Permettez-moi de finir en français, pour faire deux points qui me paraissent importants. D’abord, les élections prévues pour l’année 2022 doivent se tenir dans les délais prévus. Cela n’aiderait pas de repousser les élections. Il faut que les élections aient lieux à la date prévue. Nous sommes prêts à envoyer une mission d’Observation Électorale, évidement si nous recevons une invitation pour le faire. Mais je pense que cela aiderait beaucoup au processus électoral, pour être sûr qu’il se déroule dans le respect des principes démocratiques et que les élections soient « free and fair » (libres et justes).

Les autorités libanaises doivent mener l’enquête sur l’explosion dans le port de Beyrouth d’août dernier, et cette enquête doit produire des résultats. [Presque] un an plus tard, nous sommes toujours dans l’attente des résultats de l’enquête.

Finalement, je voudrais souligner le fait que je suis ici au Liban en tant qu’ami, en tant que représentant d’un ami -l’Union européenne-, qui est un ami du peuple libanais et du Liban. Et les vrais amis se disent les choses sincèrement. Si le Liban est prêt à prendre ses responsabilités, l’Union européenne fera sa part. Nous sommes vraiment disposés à augmenter notre aide et à soutenir le Liban. J’espère avoir l’occasion de pouvoir le faire.

  1. Je voudrais savoir s’il y aura un plan d’aide humanitaire pour le peuple libanais qui agonise. Il y a-t-il un délais ? Serait-il à travers l’État, les institutions o bien à travers la société civile ?Deuxièmement, les personnes et leaders libanais qui seront visés par ces sanctions, est-ce que c’est clair qui seront ces personnages et quels seront ces critères?

Pour l’aide [humanitaire], je ne vais pas répéter ici la liste des ressources que l’Union européenne a déjà fourni au Liban. Nous sommes en train de parler de presque un million d’euros par jour, l’année dernière. Et nous avons augmenté cette quantité et nous serions prêts à les augmenter s’il y a un accord avec le Fonds Monétaire International.

On ne peut pas déclencher une assistance macro-financière, on ne peut pas déclencher l’aide budgétaire s’il n’y a pas un accord préalable avec le Fonds Monétaire International. Il faut un accord avec le Fonds Monétaire International qui peut se faire. L’actuel cabinet ne peut pas signer un accord avec le Fonds Monétaire International. L’actuel cabinet ne peut pas s’engager dans des réformes avec le Fonds Monétaire International. Il peut préparer le travail, il doit préparer le travail de façon à ce que le nouveau cabinet puisse le signer, mais [l’actuel cabinet] ne peut pas le signer, il est un « caretaker government » (un gouvernement intérimaire) et ne peut pas engager le [prochain] gouvernement dans des questions fondamentales, mais il peut travailler de façon à ce que le nouveau cabinet, quand il vient, trouve la tache déjà préparée, et qu’il ne doive pas commencer le travail, nous pouvons déjà le faire maintenant.

L’aide budgétaire va au budget. C’est une assistance macro-financière pour le gouvernement. Mais nous avons mis en place, et nous sommes prêts à développer, des aides qui vont directement à la société civile. Après l’explosion du port de Beyrouth, j’ai été frappé par les gens qui nous demandaient d’acheminer les aides directement aux gens, d’acheminer les aides directement à la société civile. Et nous avons fait le possible pour pouvoir le faire. Gardez ce chiffre en tête, presque un million d’euros par jour l’année dernière [en aide humanitaire de l’UE].

Par rapport aux sanctions, les sanctions ne font pas la politique, nous souhaiterions ne pas avoir à les appliquer. Ce n’est pas dans l’intérêt de nos relatons, mais la question a été posée et nous en discutons. Il n’y a rien de décidé. Cette visite, qui se tient avant le Conseil des Affaires Étrangères de Lundi prochain au Luxembourg fait partie de l’effort pour voir de quelle façon nous pouvons aider, de quelle façon nous pouvons aller de l’avant. Les sanctions sont sur la table, nous en discutons, il n’y a rien de décidé, et j’aimerais bien qu’il ne faille pas en décider.

  1. Mais est-ce que vous êtes venu pour imposer des sanctions aux politiciens libanais qui entravent la formation du gouvernement ? Qui sont ces politiciens ? Vous avez vu le Président [Michel] Aoun, est-ce qu’il est un de ces politiciens qui entravent la formation du gouvernement?

Je suis un ami et je ne suis pas un procureur. Je ne suis pas venu pour mettre personne sous accusation. Je suis venu pour mieux comprendre, pour me renseigner, pour parler avec les acteurs et pour savoir quelles sont les difficultés.

La procédure des sanctions est une procédure longue qui mérite et a besoin d’être bien renseignée pour savoir qui fait quoi et qui ne fait pas quoi. Donc ça c’est une visite d’un ami qui vient savoir quelles sont les difficultés du Liban, pour comprendre quels sont les problèmes qui paraissent insurmontables jusqu’à maintenant, pour essayer de trouver une solution. Ne me voyez pas comme quelqu’un qui vient pour pointer du doigt, mais quelqu’un qui vient pour mieux connaitre la situation, les problèmes et les solutions.

  1. Comment décrivez-vous la conduite de la classe politique libanaise et par conséquence la situation actuelle au Liban?

Nous croyons que, comme j’ai dit au début, qu’une partie très importante de la crise au Liban c’est une crise auto-libanaise, une crise qui est le résultat…

Follow-up question. Qui a fait cette crise?

Tout d’abord, nous devons aider le Liban à garder réfugiés là où ils sont, au Liban. J’ai demandé aussi que nous appliquions le principe de non-refoulement, c’est-à-dire, ne pas envoyer les réfugiés en Syrie contre leur volonté. Pour ceci, pour que les réfugiés puissent retourner dans leur pays, il faut qu’ils puissent le faire en liberté et en dignité. Tant qu’en Syrie ces conditions ne seront pas remplies, nous ne pouvons pas envoyer les réfugiés chez eux

Q. À quoi servent les sanctions pour le peuple libanais?

Chaque chose en son temps. Pour l’instant, les sanctions ne sont pas adoptées, elles sont sur la table, nous les étudions. Les sanctions ne sont -dans les cas où elles seraient appliquées- qu’une façon «d’incentiver» (d’encourager) la classe politique à trouver des solutions politiques dont Liban a besoin. Mais, j’insiste, j’aimerais bien que ça puisse se faire sans en avoir recours
