وقّع الناشط السياسي ورجل الأعمال اللبناني حكمت أ. أبو زيد كتابه الصادر حديثاً عن “دار أنطوان للنشر” بعنوان : “الثورة المؤسّساتيّة في لبنان” والذي يتحدث فيه عن رؤيته للحلّ لمشاكل النظام الإداري اللبناني  الذي عانى منذ مرحلة ما بعد الطائف إلى اليوم من أزمات متتالية.

حفل توقيع الكتاب جرى في حرم جامعة القديس يوسف – بيروت حيث تخلّله طاولة حوار مستديرة حول اللامركزية الإدارية في لبنان بإدارة الإعلامي ألبير كوستانيان وبمشاركة كل من : د. زياد بارود، د. حليمة قعقور ومؤلف الكتاب حكمت أبو زيد. بحضور عدد من الوجوه السياسية والديبلوماسية والإجتماعية والأكاديمية والإعلامية شاركوا في النقاش والحوار حول ضرورة طرح اللامركزية الإدارية كمدخل لإعادة صياغة الحكومة الإدارية في جمهوريةٍ على طريق التفكّك مقارنةً بمشاريع أخرى لم ينصّ عليها الدستور وغير قابلة للحياة.

تم عرض فيلم خاص أعدّ للمناسبة شرح بشكل مبسّط أهداف اللامركزية وحسناتها وانعكاسها بشكل إيجابي على حياة المواطنين اليومية وشرّح أسباب الإنهيار الحالي واضعاً نتيجةً لنظام المحاصصة والمحسوبيات والطائفية.

الكتاب من تمهيد وزير الداخلية والبلديات السابق د. زياد بارود الذي قال : لا شَيءَ يُضاهي كتابًا يحُثُّ على التحاوُرِ والمُناقشة. وَكِتابُ حكمت أبو زيد هو دَعوةٌ للتفكير والمُناقشة، تأييدًا أو مخالفةً… فَمَضمونُه جاهِزٌ لِإفساحِ هذا المجال، أمّا مَؤلِّفُه فُكُلّي ثِقةٌ بِأنّهُ أيضًا على أتَمِّ الجُهوزِيَّة”.

يركزّ الكتاب على فكرة “اللامركزية الإدارية المالية الموسّعة” كمدخل لحلّ المشاكل اليومية لا سيّما تلك الناجمة عن النظام المركزي والتي أدّت إلى تراجع مستوى الخدمات والمساءلة والمحاسبة وكل أشكال التقدّم والتطوّر والنموّ في لبنان.

وكتب حكمت أبو زيد في مقدمّته يقول : إنّ رؤيتي للبنان ودوره الجيوسياسيّ يشكّلان بالنسبة إليّ نقطة الإنطلاق لهذه «الثورة المؤسساتية». ليست المبادئ الأساسية التي نصّ عليها اتّفاق الطائف ووافق عليها النوّاب اللبنانيون إلّا انعكاسًا واضحًا وجليًّا لانتمائي إلى هذا البلد. لتكن هذه إذًا نقطة الانطلاق، قبل أن نضع كلّ النقاط الأخرى على طاولة التشكيك والتساؤلات.

هذا الكتاب مبادرةٌ بسيطة لاستعراض مراحل تكوين لبنان المؤسساتيّ تدريجيًّا، حتّى يومنا هذا، من خلال معاينة الممارسة الإدارية. من هذا المنطلق، أدعوكم جميعًا إلى تخطّي هويّتنا التي تسيطر عليها ردود فعل بدائيّة وغرائزيّة، بهدف الترفّع لبلوغ مستوى عقلانيّ يحفّز التعمّق بالتفكير.

في ختام الحفل وقّع حكمت أبو زيد نسختين باللغتين الفرنسية والعربية آملاً أن يتمكن المجلس النيابي من إقرار مشروع اللامركزية الإدارية المالية الموّسعة والإنتقال من زمن الخيبات والإحباط إلى زمن الإنجاز وتحقيق أبسط حقوق الإنسان في لبنان ألا وهي المواطنة الكاملة والعيش بكرامة في وطنه وبين أهله.

Hikmat Abou Zeid : La décentralisation administrative financière élargie est l’utltime solution des problemes administratives au liban 

Beyrouth, le 24 juin 2021 – L’activiste et l’entrepreneur libanais Hikmat A. Abou Zeid a signé son nouvel ouvrage intitulé “La Révolution Institutionnelle au Liban”, lors d’une cérémonie à l’Université Saint Joseph – campus de Beyrouth. Publié par la maison d’Édition Antoine, le livre présente la vision de l’auteur pour résoudre les problèmes du système administratif libanais qui a souffert de crises successives depuis l’ère post-Taïf.

Après la signature, une table ronde sur la décentralisation administrative au Liban a été tenue et modérée par le journaliste Albert Kostanian, avec la participation de : Dr Ziyad Baroud, Dr Halimé El Kaakour et l’auteur du livre M. Hikmat Abou Zeid. L’événement a réuni un certain nombre de personnalités politiques, diplomatiques, sociales, académiques et médiatiques, qui ont activement participé à la discussion et au dialogue sur la nécessité d’introduire la décentralisation administrative comme point d’entrée pour reformuler le gouvernement administratif, dans une république sur la voie de désintégration par rapport à d’autres projets qui ne sont pas stipulés dans la constitution et ne sont pas viables.

Un film préparé spécialement pour l’occasion a également été projeté, expliquant de manière simplifiée les objectifs et les avantages de la décentralisation, et son impact positif sur la vie quotidienne des citoyens. Il a en outre décomposé les causes de l’effondrement actuel dû au système des quotas, au favoritisme et au sectarisme.

Le livre est préfacé par l’ancien ministre de l’Intérieur et des Municipalités, Dr Ziyad Baroud, qui a déclaré: « Rien n’est comparable à un livre qui encourage le dialogue et la discussion. Le livre de Hikmat Abou Zeid est une invitation à la réflexion et à la discussion, que ce soit pour ou contre… Son contenu est prêt à ouvrir la voie à un tel dialogue, quant à son auteur, je suis persuadé qu’il est lui aussi prêt à tout ».

Le livre se concentre sur l’idée de la « décentralisation administrative financière élargie » comme introduction à la résolution des problèmes quotidiens, en particulier ceux résultant d’un système centralisé, qui a conduit à une baisse du niveau des services, de la responsabilité et de toutes les formes de progrès, de développement et de la croissance au Liban

Dans son introduction, l’auteur Hikmat Abou Zeid écrit : « Ma vision du Liban et son rôle géopolitique constituent, pour moi, le point de départ de cette « révolution institutionnelle ». Les principes de base stipulés dans l’Accord de Taëf et approuvés par les députés libanais ne sont que le reflet cristallin de mon appartenance à ce pays. Que ce soit le point de départ, avant de mettre tous les autres points sur la table des doutes et des questionnements

Et M. Abou Zeid d’ajouter : « Ce livre est une simple initiative pour revoir progressivement les étapes de la formation institutionnelle du Liban, jusqu’à ce jour, en examinant la pratique administrative. De ce point de vue, je vous invite tous à transcender notre identité, dominée par des réactions primitives et instinctives, afin de s’élever à un niveau rationnel qui stimule une réflexion plus profonde

A l’issue de la cérémonie, Hikmat Abou Zeid a signé deux ouvrages en français et en arabe, espérant que le parlement serait en mesure d’approuver le projet élargi de décentralisation administrative et financière et passer d’une période de déceptions et de frustration à une période d’accomplissement et de réalisation des droits de l’homme les plus inaliénables au Liban : à savoir la pleine citoyenneté et la vie digne dans sa patrie et parmi son peuple

Hikmat Abou Zeid: The decentralized system is the backbone of the solution to Lebanon’s problems

Beirut, 24 June 2021 – Lebanese political activist and entrepreneur Hikmat A. Abou Zeid signed his recently published book titled “The Institutional Revolution in Lebanon”, during a ceremony at Saint Joseph University – Beirut campus. Published under Antoine Publishing house, the book showcases the author’s vision to solve the Lebanese administrative system’s problems that has suffered from successive crises since the post-Taif era

The book signing ceremony featured a round table discussion on administrative decentralization in Lebanon moderated by journalist Albert Kostanian, with the notable participation of: Dr. Ziyad Baroud, Dr. Halimé El Kaakour and the book’s author Mr. Hikmat Abou Zeid. The event was attended by a number of political, diplomatic, social, academic, and media figures, who actively took part in the discussion and dialogue on the necessity of introducing administrative decentralization as an entry point to reformulate the administrative government in a republic on the path of disintegration compared to other projects that are not stipulated in the constitution and are not viable

A special film prepared for the occasion was showcased, explaining in a simplified way the objectives and advantages of decentralization, and its positive impact on the daily lives of citizens. It also broke down the causes of the current collapse as a result of the quota system, favoritism and sectarianism

The book is prefaced by former Minister of Interior and Municipalities, Dr. Ziyad Baroud, who said: “Nothing compares to a book that encourages dialogue and discussion. Hikmat Abou Zeid’s book is an invitation to reflect and discuss, whether for or against… Its content is ready to pave the way for such a dialogue, as for its author, I am confident that he is also fully prepared

The book focuses on the idea of ​​”extended financial administrative decentralization” as an introduction to solving daily problems, especially those resulting from a centralized system, which led to a decline in the level of services, accountability, and all forms of progress, development and growth in Lebanon

In his introduction, author Hikmat Abou Zeid wrote: “My vision of Lebanon and its geopolitical role constitute, for me, the starting point for this “institutional revolution.” The basic principles stipulated in the Taif Agreement and approved by Lebanese deputies are nothing but a crystal clear reflection of my belonging to this country. Let this be the starting point, before we put all the other points on the table of doubts and questions

He added: “This book is a simple initiative to review the stages of Lebanon’s institutional formation gradually, up to this day, by examining administrative practice. From this standpoint, I invite you all to transcend our identity, which is dominated by primitive and instinctive reactions, in order to rise to a rational level that stimulates deeper thinking

At the end of the ceremony, Hikmat Abou Zeid signed two copies in French and Arabic, hoping that the parliament would be able to approve the expanded administrative-financial decentralization project and move from a time of disappointments and frustration to a time of achievement and realization of the simplest human rights in Lebanon, which is full citizenship and living in dignity in his homeland and among its people
