New €12.5M Project to Support the Lebanese Armed Forces

The European Union announced a new €12.5 million project to support the Lebanese Armed Forces (LAF) in leadinga recovery efforts, enhancing security and helping communities in Southern Lebanon rebuild. The project will be implemented by the United Nations Development Programme (UNDP).

The official launch ceremony, held at the LAF Headquarters in Yarzeh, was attended by LAF Commander General Rodolph Haykal, EU Ambassador to Lebanon Ms. Sandra De Waele, UNDP Resident Representative in Lebanon Ms. Blerta Aliko, and representatives from UNSCOL.

This EU-funded project responds to the ongoing impact of the 13-month war, which continues to claim lives and damage infrastructure and public services across the country.

It will help the Lebanese Armed Forces support communities in Southern Lebanon to recover and rebuild. This includes clearing rubble and unexploded ordnance, repairing critical infrastructure—such as water networks and public health centres—and strengthening cooperation with local communities.

In his remarks, Army Commander General Rodolphe Haykal stated, that “this project represents a critical milestone for the military institution, which bears immense responsibilities at the national level. The army continues to exert tremendous efforts to uphold the authority of the state across all Lebanese territory, implement international resolutions—particularly Resolution 1701—and safeguard the country’s security and monitor its borders.” “The project strengthens the army’s capacity and sustainability, contributing directly to Lebanon’s security and stability and to the safety of its people,” General Haykal added.

EU Ambassador Sandra De Waele said, “This project – along with our longstanding partnership with Lebanese security institutions – reflects the European Union’s unwavering commitment to Lebanon and to promoting peace and stability across the country. Together with EU Member States, we are providing over $600 million in support to conflict-affected areas in Lebanon, underscoring this commitment. These efforts complement our diplomatic work to push for the full implementation of UN Security Council Resolution 1701 and for all parties to abide by the November 2024 ceasefire agreement.”

“We at UNDP will continue to support LAF and local communities—because stability is the foundation upon which lasting peace, recovery, and inclusive development must be built,” said Blerta Aliko, UNDP Resident Representative in Lebanon. This project is part of the Tripartite Memorandum of Understanding signed in May 2025 by the Ministry of National Defense, UNDP, and UNSCOL, to coordinate international assistance for the Lebanese Armed Forces.

مشروع جديد بقيمة 12.5 مليون يورو لدعم الجيش اللبناني

أعلن الاتحاد الأوروبي عن إطلاق مشروع جديد بقيمة 12.5 مليون يورو لدعم الجيش اللبناني في قيادة جهود التعافي، وتعزيز الأمن، ومساعدة المجتمعات المحلية في جنوب لبنان على إعادة البناء. وسيُنفَّذ هذا المشروع من قبل برنامج الأمم المتحدة الإنمائي (UNDP).

 

وجرى حفل الإطلاق الرسمي في مقر قيادة الجيش في اليرزة، بحضور قائد الجيش اللبناني العماد رودولف هيكل، وسفيرة الاتحاد الأوروبي في لبنان السيدة ساندرا دو وال، والممثلة المقيمة لبرنامج الأمم المتحدة الإنمائي في لبنان السيدة بليرتا أليكو، وممثلين عن مكتب منسق الأمم المتحدة الخاص للبنان (UNSCOL).

 

ويأتي هذا المشروع الممول من الاتحاد الأوروبي استجابةً لتداعيات الحرب التي استمرت 13 شهرًا ولا تزال آثارها مستمرة، إذ تواصل حصد الأرواح وإلحاق أضرار جسيمة بالبنية التحتية والخدمات العامة في مختلف أنحاء البلاد.

 

وسيساهم المشروع في تمكين الجيش اللبناني من دعم المجتمعات المتضررة في جنوب لبنان من أجل التعافي وإعادة البناء. ويشمل ذلك إزالة الأنقاض والذخائر غير المنفجرة، وتأهيل البنى التحتية الحيوية مثل شبكات المياه والمراكز الصحية، وتعزيز التعاون مع المجتمعات المحلية.

 

وفي كلمته، قال قائد الجيش العماد رودولف هيكل أن، “هذا المشروع خطوة شديدة الأهمية بالنسبة إلى المؤسسة العسكرية التي تتولى مسؤوليات كبيرة على المستوى الوطني. فهذه المؤسسة تبذل جهودًا كبيرة لبسط سلطة الدولة على جميع أراضيها، وتطبيق القرارات الدولية وبخاصة القرار ١٧٠١، وحفظ أمن وطننا ومراقبة حدوده”.  وأضاف قائلاً، “يشكل المشروع عامل قوة واستمرار للجيش، وينعكس إيجابًا على أمن لبنان واستقراره، وسلامة اللبنانيين“.

 

بدورها قالت سفيرة الاتحاد الأوروبي، السيدة ساندرا دو وال، “يعكس هذا المشروع – إلى جانب شراكتنا الطويلة مع مؤسسات الأمن اللبنانية – التزام الاتحاد الأوروبي الثابت تجاه لبنان وتعزيز السلام والاستقرار فيه. نحن، إلى جانب الدول الأعضاء في الاتحاد الأوروبي، نقدّم أكثر من 600 مليون دولار دعمًا للمناطق المتأثرة بالنزاع في لبنان، مما يكرّس هذا الالتزام. وتكمل هذه الجهود عملنا الدبلوماسي الرامي إلى الدفع باتجاه التنفيذ الكامل لقرار مجلس الأمن 1701 والتزام جميع الأطراف باتفاق وقف إطلاق النار الموقع في تشرين الثاني 2024.”

 

من جهتها، قالت الممثلة المقيمة لبرنامج الأمم المتحدة الإنمائي في لبنان: بليرتا أليكو، “سنواصل في برنامج الأمم المتحدة الإنمائي دعم الجيش اللبناني والمجتمعات المحلية، لأن الاستقرار هو الأساس الذي تُبنى عليه عملية السلام والتعافي والتنمية الشاملة.” ويأتي هذا المشروع في إطار مذكرة التفاهم الثلاثية التي وُقّعت في أيار 2025 بين وزارة الدفاع اللبنانية، وبرنامج الأمم المتحدة الإنمائي، ومكتب منسق الأمم المتحدة الخاص للبنان، بهدف تنسيق الدعم الدولي المقدم للجيش اللبناني.
