الوكالة الأميركيّة للتنمية الدوليّة تحتفل بانتهاء أعمال إعادة تأهيل محطة معالجة مياه الصرف الصحّي في عيتنيت ليستفيد منها أكثر من 23,700 نسمة

USAID Celebrates Completing the Rehabilitation of the Aaitanit Wastewater Treatment Plant to Benefit More than 23,700 Residents

, the United States Agency for International Development (USAID), through its Community Support Program (CSP), celebrated the completion of the rehabilitation of the Aaitanit Wastewater Treatment Plant in the Beqaa.  In partnership with the Beqaa Water Establishment (BWE) and the Bouhaira Union of Municipalities, this $1.5 million intervention treats water for the villages of Aaitanit, Baaloul, Qaraoun, and Machghara, reaching more than 23,700 residents.  The ribbon-cutting ceremony was attended by Minister of Energy and Water Dr. Walid Fayyad, Minister of Environment Dr. Nasser Yassin, USAID Lebanon Mission Director Julie Southfield, representatives from the BWE and the Bouhaira Union of Municipalities, and mayors of the benefiting villages.

Minister of Water and Energy Dr. Walid Fayyad began his speech by praising this remarkable achievement and adding: “This integrated project aligns with the direct implementation of Law 63, which was issued in 2016 for protecting the Litani River Basin from deteriorating environmental conditions. Our wastewater sector, now under the jurisdiction of the water establishments as per the law, is in dire need of every bit of assistance. This support is invaluable and ensures the continued functionality of these crucial facilities in the face of severe financial constraints. Today marks a significant step forward in our mission to provide reliable and sustainable water and wastewater services to our communities.”

In her remarks, USAID Lebanon Mission Director Julie Southfield stated, “Thanks to this $1.5 million intervention, more than 19,000 Lebanese residents and 4,700 Syrian refugees in the towns of Aitanit, Qaraaoun, Machghara, and Baaloul will benefit from cleaner irrigation water and a cleaner environment.  This plant is one of many initiatives being undertaken by the $100 million Community Support Program to improve the delivery of essential services and enhance economic opportunities to reduce tensions in underserved communities.”

Originally constructed with USAID funding in 2010 with a capacity to treat 5000 m3 of wastewater per day, the Aitanit wastewater facility was and continues to be operated by the Bouhaira Union of Municipalities and the BWE.  In 2020, USAID, through CSP, extended its support by rehabilitating the facility’s equipment including the installation of new pumps, screens, and electro-mechanical systems and upgrading its sludge management by providing new thickening and dewatering equipment.  This has reduced the sludge volume by 95 percent and prevented raw sewage overflow into the Litani river.  USAID also equipped the plant with a modern wastewater laboratory to analyze samples and monitor the treatment process and is funding the operation and maintenance of the wastewater treatment facility until the end of 2024.  USAID is also building the capacities of technicians from the BWE and the Bouhaira Union of Municipalities to operate and sustain the facility.

Under its wastewater management component, the USAID-funded CSP activity is also implementing major wastewater management interventions in Nmairiye (South Lebanon) and Bchaale (North Lebanon), both of which help serve more than 75,000 residents by treating more 12,000 m3 of wastewater per day.

 احتفلت الوكالة الأميركيّة للتنمية الدوليّة (USAID)، من خلال برنامجها لدعم المجتمع المحلّي (CSP)، بإنتهاء تأهيل محطة معالجة مياه الصرف الصحّي في عيتنيت في البقاع . يهدف هذا المشروع الذي يبلغ قيمته 1.5 مليون دولار، والذي نفّذ بالشراكة مع مؤسسة مياه البقاع واتحّاد بلديات البحيرة،  الى معالجة المياه في قرى عيتنيت، وبعلول، والقرعون، ومشغرة، لإفادة أكثر من 23,700 مقيم. حضر الحفل معالي وزيرالطاقة والمياه الدكتور وليد فياض، ومعالي وزير البيئة الدكتور ناصر ياسين، ومديرة الوكالة الأميركيّة للتنمية الدوليّة في لبنان السيدة جولي ساوثفيلد، وممثلون عن مؤسسة مياه البقاع، واتحاد بلديات البحيرة، ورؤساء بلديات القرى المستفيدة.

 واستهلّ وزير الطاقة والمياه د. وليد فياض كلمته بالإشادة بهذا الإنجاز مضيفاً: “يتماشى هذا المشروع المتكامل مع التنفيذ المباشر للقانون رقم 63 الصادرعام 2016، والذي يهدف الى حماية حوض نهر الليطاني من تدهور الظروف البيئية. إن قطاع الصرف الصحي الذي أصبح الآن تحت سلطة مؤسسات المياه بموجب القانون، في حاجة ماسة إلى كل جزء من المساعدة التي يمكنه الحصول عليها، وهذا الدعم لا يقدر بثمن، ويضمن استمرار عمل هذه المرافق الحيوية في مواجهة القيود المالية الشديدة. نشهد اليوم خطوة مهمة إلى الأمام في مهمتنا المتمثلة في توفير خدمات موثوقة ومستدامة للمياه والصرف الصحي لمجتمعاتنا. “

وفي كلمتها قالت مديرة الوكالة الأميركيّة للتنمية الدوليّة جولي ساوثفيلد:” بفضل هذا التدخل بقيمة 1.5 مليون دولار، سيستفيد أكثر من 19,000 مواطن لبناني و4,700 لاجئ سوري في بلدات عيتنيت، القرعون، مشغرة، وبعلول، من مياه ريّ وبيئة أكثر نظافة”. تعد هذه المحطة واحدة من العديد من المبادرات التي ينفذها برنامج دعم المجتمع المحلّي الذي تبلغ قيمته 100 مليون دولار، لتحسين تقديم الخدمات الأساسية، وتعزيز الفرص الاقتصادية للحّد من التوترات في المجتمعات المحرومة.”

أنشئت محطة معالجة مياه الصرف الصحي في عيتنيت عام 2010 بتمويل من الوكالة الأميركيّة للتنمية الدوليّة وبقدرة على معالجة 5000 متر مكعب من مياه الصرف الصحي يوميًا، وكانت ولا تزال تشغّل من قبل اتحاد بلديات البحيرة ومؤسسة مياه البقاع. قامت USAID عام 2020، وعبر برنامج CSP، بتقديم دعم إضافي للمنشأة من خلال إعادة تأهيل المعدّات التي شملت تركيب مضخات، وشبكات وأنظمة كهروميكانيكية جديدة، وتحديث إدارة الحمأة من خلال توفير معدات جديدة للتغليف ونزح المياه. الأمر الذي أدّى إلى خفض حجم الحمأة بنسبة 95% ومنع تدفق مياه الصرف الصحّي الخام إلى نهر الليطاني. كما قامت الوكالة الأميركيّة للتنمية الدوليّة بتجهيز المحطة بمختبر حديث لمياه الصرف الصحّي لتحليل العيّنات ومراقبة عملية المعالجة، وهي مستمرة بتمويل تشغيل وصيانة المحطة حتى نهاية عام 2024، إضافة الى بناء قدرات الفنيين من مؤسسة مياه البقاع، ومحطة عيتنيت، واتحاد بلديات البحيرة لتشغيل واستدامة المنشأة.

في إطار مشروعه لإدارة مياه الصرف الصحي ، يقوم برنامج CSP بتنفيذ مشاريع رئيسيّة لإدارة مياه الصرف الصحّي في النميريّة ( جنوب لبنان)، وبشعلة (شمال لبنان)، لإفادة أكثر من 75,000 مقيم، ومعالجة ما لا يقل عن 12,000 متر مكعب من مياه الصرف الصحّي يوميًا.

يقدم برنامج دعم المجتمع المحلّي المموّل من الوكالة الأميركيّة للتنمية الدوليّة المساعدة للمجتمعات الأكثر حرمانًا في لبنان، من خلال تحسين تقديم الخدمات الأساسية وتعزيز الفرص الاقتصادية لتحسين نوعية الحياة والحد من التوترات.
