إطلاق النسخة الثانية من أكاديمية قادة المدن العربية للنهوض بالتنمية الحضرية المستدامة

Second Edition of the Arab Mayors Academy kicks off to Advance Sustainable Urban Development

almontasher –في خطوة جديدة لتعزيز التنمية الحضرية المستدامة في المنطقة العربية، وبعد النجاح اللافت الذي حقّقته النسخة الأولى، أطلقت اليوم لجنة الأمم المتحدة الاقتصادية والاجتماعية لغربي آسيا) الإسكوا( وبرنامج الأمم المتحدة للمستوطنات البشرية – المكتب الإقليمي للدول العربية (موئل الأمم المتحدة) النسخة الثانية من أكاديمية قادة المدن العربية، وهي مبادرة تهدف إلى توطين أهداف التنمية المستدامة من أجل تحسين جودة الحياة وتعزيز قدرة المدن على الصمود.

 

وتُعد الأكاديمية منصة تدريبية رائدة على المستوى الإقليمي، تسعى إلى تمكين القيادات المحلية من محافظين ورؤساء بلديات وكبار المسؤولين التنفيذيين في إدارة المدن، عبر تزويدهم بالمعرفة والأدوات العملية اللازمة لمواجهة التحديات المتزايدة التي تواجهها المدن العربية، لا سيّما في ظلّ الأزمات المناخية، والنمو السكاني، والضغوط الاقتصادية والاجتماعية.

 

في كلمة افتتاحية بالنيابة عن المديرة الإقليمية للمنطقة العربية في الموئل رانيا هديا، أكّدت نجوى لاشين أنّ “المدن في الدول العربية تتأثر بالتوسع الحضري السريع حيث من المتوقع أن يعيش 70% من المواطنين العرب في مدن ومناطق حضرية بحلول عام 2050″، مشيرةً إلى أنّ المدن والسلطات المحلية تواجه تحديات مختلفة غير أن معظمها عابر للحدود. وأضافت: “لذا تدعو الأكاديمية إلى تعزيز التواصل وتبادل الخبرات بين قادة المدن العربية، والعمل سويًا لتحقيق رؤية مشتركة لمدن مستدامة وصامدة. فبالتعاون والابتكار، يمكننا تحقيق تغيير إيجابي ومستدام في مجتمعاتنا.”

 

ويتميّز البرنامج بمحتوى متكامل يجمع بين التدريب التنفيذي والمهارات الشخصية، ويغطي موضوعات حيوية مثل توطين أهداف التنمية المستدامة، والتخطيط الحضري المستدام، والتعافي الحضري وإعادة الإعمار، والإسكان والخدمات الأساسية، والمدن الذكية والمستدامة، وإدارة الأراضي، والتخطيط الاستراتيجي، والدبلوماسية الحضرية، والإدارة القائمة على النتائج، إضافة إلى البيئة وتغيّر المناخ. وقد تم تصميم المنهاج بناءً على استشارات ومساهمات من أكثر من 130 قائدًا محليًا في المنطقة، لضمان الاستجابة المباشرة لأولوياتهم والتحديات التي تواجههم.

 

من جهتها، قالت مسؤولة ملف التنمية الحضرية المستدامة في الإسكوا سكينة النصراوي: “بعد أن أثبتت النسخة الأولى من أكاديمية قادة المدن العربية بأنها ليست مجرد منصة تدريبية بل تجربة متكاملة، نطلق اليوم النسخة الثانية منها تأكيدًا على إيماننا العميق بأن تمكين القيادة المحلية ليس فقط استثمارًا مستدامًا في مستقبل المدن، بل ركيزة أساسية أيضًا لتحقيق التنمية الشاملة في المنطقة العربية”. وأضافت: “نطمح إلى تعميق الحوار بين المدن العربية، وتوسيع شبكة قادة المدن العربية، وتفعيل دور هذه الأكاديمية”.

 

ويتضمن هذا اللقاء الافتتاحي، الذي يستمر يومين، جلسات نقاش ومداخلات حول سُبل توطين أهداف التنمية المستدامة لتحسين جودة الحياة، إلى جانب إضاءات من المدن المشاركة حول مبادراتها المحلية في هذا المجال، واستعراضات طوعية محلية، وتجارب ناجحة في التعافي الحضري وإعادة الإعمار، والعمل المناخي، والإسكان العادل، والحوكمة المحلية.

 

ويُشارك في اللقاء قادة محليّون من مختلف الدول العربية، بما في ذلك من الأردن، والمملكة العربية السعودية، ومصر، ولبنان. وسيستكمل البرنامج عبر سلسلة من الندوات الافتراضية والدورات التدريبية الإلكترونية الممتدة على مدى أربعة أشهر، ويُختتم بحفل تخرّج في كانون الأول/ديسمبر 2025، حيث سيُمنح المشاركون شهادة مهنية مشتركة من الإسكوا والموئل، وينضمون إلى شبكة خريجي الأكاديمية التي تُعد اليوم من أبرز شبكات قادة المدن في المنطقة.

 

إلى جانب الندوات الإلكترونية واللقاءات الحضورية، يتضمن البرنامج التدريب الذاتي عبر الإنترنت. وسيتاح للمشاركين الوصول إلى منصة إلكترونية تفاعلية مصمّمة لتيسير مسار التعلّم، بما يشمل المحاضرات الرقمية والموارد، والمنتديات، والمهام، وفرص التواصل.

 

تأتي هذه المبادرة في وقت تشتد فيه الحاجة إلى إدارة مرنة ومبتكرة للمدن، وإلى تعزيز دور الحكومات المحلية كفاعل رئيسي في تحقيق أهداف التنمية المستدامة، لا سيما الهدف الحادي عشر المتعلق بجعل المدن شاملة وآمنة ومستدامة وقادرة على الصمود.

—Building on the notable success of its first edition, and in a continued effort to advance sustainable urban development in the Arab region, the United Nations Economic and Social Commission for Western Asia (ESCWA) and the United Nations Human Settlements Programme – Regional Office for Arab States (UN-Habitat) today launched the second edition of the Arab Mayors Academy. This regional initiative is aimed at localizing the Sustainable Development Goals (SDGs) for improving quality of life and enhancing cities’ resilience.

The Academy serves as a pioneering regional training platform designed to empower local leaders—including governors, mayors and senior municipal executives—by equipping them with the knowledge and practical tools needed to address the growing challenges facing Arab cities, particularly those related to climate change, population growth, and socioeconomic pressures.

In remarks delivered by Nagwa Lachine, UN-Habitat Regional Representative Rania Hedeya emphasized that cities in Arab countries were undergoing rapid urbanization, with 70% of the population expected to live in urban areas by 2050. “While cities and local authorities face diverse challenges, many are cross-border in nature”, she noted, “the Academy, therefore, calls for strengthened communication and the exchange of experiences among Arab mayors, encouraging collaboration to achieve a shared vision for sustainable and resilient cities”. “Through cooperation and innovation, meaningful and lasting change can be achieved in communities across the region,” she stressed.

The Academy offers a comprehensive curriculum that combines executive training with personal development. It covers critical topics such as SDG localization, sustainable urban planning, urban recovery and reconstruction, housing and basic services, smart and sustainable cities, land management, strategic planning, urban diplomacy, results-based management, and environmental and climate issues. The curriculum was developed through consultations with over 130 local leaders across the region to ensure it directly addresses their priorities and challenges.

“The first edition of the Arab Mayors Academy proved to be more than just a training platform—it was a transformative experience,” said Lead of the Sustainable Urban Development Portfolio at ESCWA Sukaina Al-Nasrawi. “With this second edition, we reaffirm our deep belief that empowering local leadership is not only a sustainable investment in the future of cities, but also a cornerstone for achieving inclusive development across the Arab region. We aspire to deepen dialogue among Arab cities, expand the Arab Mayors Network, and strengthen the role of the academy,” she concluded.

The two-day event features thematic discussions and presentations on SDG localization to enhance quality of life. It also includes city-led showcases of local initiatives, voluntary local reviews, and successful experiences in urban recovery, climate action, fair housing, and local governance.

Local leaders from across the region—including from Egypt, Jordan, Lebanon, Saudi Arabia—are participating in this event. The Academy will include a series of online training sessions over a four-month period, culminating in a graduation ceremony in December 2025. Participants will receive a joint professional certificate from ESCWA and UN-Habitat and join the Academy’s growing alumni network—now one of the leading city leadership platforms in the region.

In addition to webinars and in-person meetings, the programme includes self-paced online learning. Participants will have access to an interactive digital platform designed to support their learning journey, featuring digital lectures and resources, discussion forums, assignments, and networking opportunities.
